IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Therriault moved and asked unanimous consent that HCS CSSB 192(FIN) am H be returned to second reading for the specific purpose of considering Amendment No. 22. There being no objection, it was so ordered. Amendment No. 22 was offered by Representative Therriault: Page 94, following line 5: Insert a new subsection to read: "(c) The unappropriated and unobligated balance of income accrued on or before June 30, 2000, on the Exxon Valdez oil spill restoration fund described in (a) of this section that remains after deducting the amount appropriated in (b) of this section, not to exceed $100,000, is appropriated to the Alaska Department of Fish and Game to implement a project in cooperation with the Seward Sealife Center and the Alaska Department of Environmental Conservation compiling and organizing scientific information pertaining to the north Pacific marine ecosystem that relates to declines in Steller sea lions and Pacific herring." Representative Therriault moved and asked unanimous consent that Amendment No. 22 be adopted. There being no objection, it was so ordered. Representative Green moved that the House adopt the appropriations from the constitutional budget reserve fund under art. IX, sec. 17(c), Constitution of the State of Alaska. The question being: "Shall the appropriations from the constitutional budget reserve fund under art. IX, sec. 17(c), Constitution of the State of Alaska, be adopted?"
